ICAC information leaflet to promote clean and fair CE Election

The ICAC will send out an information leaflet to help Election Committee members as electors in the upcoming Chief Executive (CE) Election and candidates’ supporters to better understand the electoral law when they cast their votes and participate in electioneering activities respectively.

The newly produced “Reminder to Electors/Candidates’ Supporters” highlights the gist of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) which is enforced by the ICAC to safeguard clean and fair elections.

The leaflet features “Points-to-Note” sections for electors and candidates’ supporters respectively to remind them what they should or should not do in the process of the CE Election.

With reference to the enquiries and concerns raised in the previous elections, the leaflet also includes frequently-asked questions covering various aspects of electioneering activities, such as candidates’ supporters promoting particular candidates or prejudicing other candidates through different publicity platforms.

“The law does not restrict the means engaged by candidates’ supporters to support any candidates. However, the candidates’ supporters must not incur any election expenses without the prior written authorisation of the candidates they support,” said Ms Lily Chung Lai-tuen, ICAC’s Programme Coordinator (Clean Elections).

Ms Chung also reminded that only a candidate or his/her authorised election expense agents can incur election expenses.

The leaflet also covers scenarios concerning attending free dinners arranged by candidates’ helpers, inviting a candidate to join a regular seminar and making donations to a candidate in the form of goods or services.

Through the Registration and Electoral Office, all electors will each receive a copy of the reminder leaflet mailed to them together with the polling notice. The CE Election will be held on March 26 this year.

Apart from the leaflet, the ICAC has also produced an information booklet for candidates and election agents. The booklet spells out the spirit and application of the electoral law and reminds candidates and their agents of the common pitfalls in conducting electioneering activities.

“Prospective candidates, agents, electors and election helpers, who are interested in knowing more about the ECICO and statutory requirements governing the conduct of electioneering activities, may approach the ICAC for arranging briefing sessions,” said Ms Chung.

The information booklet, leaflet and other reference materials are available for downloading from the ICAC’s “Clean Elections” website at www.icac.org.hk/elections.

The ICAC has also run an election enquiry hotline 2920 7878 for public enquiries about the ECICO during the election period, Ms Chung added.
