Ex-manager in court for using false documents to deceive IO of $25,000 for buying festive flowers

A former property manager of a property management company posted to a private residential estate appeared in the Kowloon City Magistracy today (October 18) after being charged by the ICAC with using false documents to deceive its Incorporated Owners (IO) of over $25,000 for purchasing flowers for Chinese New Year.
Wong Kin-wah, 41, former property manager of Funing Property Management Limited (FPM) (formerly known as Funing Services Limited), who was charged on Monday (October 16), faced one count of agent using documents with intent to deceive his principal, contrary to Section 9(3) of the Prevention of Bribery Ordinance.
No plea was taken. Magistrate Ms Veronica Heung Shuk-han adjourned the case until November 29 for plea, and granted the defendant cash bail of $5,000.
At the material time, the defendant was a property manager of FPM, which was entrusted to provide management services to Wylie Court, a private residential estate in Ho Man Tin, Kowloon. He was tasked to oversee management affairs of Wylie Court.
In December 2015, the management office of Wylie Court was required to purchase festive flowers for Chinese New Year in 2016.
The charge alleged that on or about January 6, 2016, the defendant used two false documents, namely a quotation of a flower supplier and a purchase approval form, that the flower supplier would supply to Wylie Court the kinds and quantities of flowers at the total amount of over $25,000 as specified in the quotation, with intent to deceive the IO of Wylie Court.
The IO of Wylie Court and FPM had rendered full assistance to the ICAC during its investigation.
The prosecution was today represented by ICAC officer Karmen Cheung.
