Company proprietor in court over $20,000 bribe-for-lax supervision on renovation works

A proprietor of a construction engineering company appeared at the West Kowloon Magistracy today (November 24) after being charged by the ICAC with offering a bribe of $20,000 to a clerk of works for lax supervision on renovation works conducted by the company at a unit of an industrial building in the New Territories.

Tse Yeuk-hui, 52, sole proprietor of Wai Shing Construction Engineering Company (Wai Shing), who was charged on Wednesday (November 22), faced a charge of offering an advantage to an agent, contrary to Section 9(2)(a) of the Prevention of Bribery Ordinance.

No plea was taken. Acting Principal Magistrate Mr So Wai-tak adjourned the case to December 22 this year for plea.

At the material time, the defendant was the sole proprietor of Wai Shing, which was entrusted to carry out renovation works at a unit of an industrial building in Kwai Chung, New Territories. An owner of the unit employed a clerk of works to inspect the renovation works conducted by Wai Shing.

The charge alleged that on May 2, 2016, the defendant, without lawful authority or reasonable excuse, offered approximately $20,000 to the clerk of works as a reward for ignoring defects of the renovation works carried out by Wah Shing at the unit.

The clerk of works turned down the offer and reported the matter to the owner of the unit.

The defendant was granted cash bail of $5,000. He was also ordered not to leave Hong Kong and not to interfere with prosecution witnesses.

The prosecution was represented by ICAC officer Wesley Ho.
