ICAC officers commended for outstanding anti-graft work

Over 70 ICAC officers were today (November 28) awarded commendations in recognition of their exemplary performance in fighting corruption.

Speaking at the 2017 Awards Presentation Ceremony, ICAC Commissioner Mr Simon Peh Yun-lu said the three-pronged approach combining law enforcement, public education and systemic prevention continued to yield encouraging results in the fight against corruption last year.

“For more than 20 years, Hong Kong has been ranked one of the cleanest places in various international and regional anti-corruption surveys. The achievement not only shows that the city’s probity culture is firmly rooted, but also signifies the result of the hard work of ICAC officers over the years,” Mr Peh said.

Mr Peh urged ICAC officers to continue to fight corruption with the highest degree of professionalism, fearlessness and impartiality, strive to promote graft preventive work and uphold probity culture through a holistic strategy.

At today’s ceremony, 13 investigators received the Operations Department Directorate Commendation. They were commended for their outstanding leadership, investigative ability and professionalism in cracking down different ICAC cases and developing the Commission’s information system.

The officers who received commendations were Acting Chief Investigator Eric Chan Cheuk-hay; Senior Investigators Jennifer Tam Wai-ling, Jacky Ng Wing-fung, Caroline Yu Wai-ming, Benjamin Ho Ka-wai, Ellen Tong Yuet-wah, David Ng Wai-kuen, Billy Cheng Lung-pak, Arthur Leung Kai-wing, Paul Lau Pak-cheong; and Investigators Isabel Tsoi To-yan, Vani Wan Chui-lee and Chris Chan Kwok-ho.

An information technology unit under the Operations Department was also commended for the successful development and rolling-out of a new information system which enhanced the efficiency of investigation and case management as well as information security. The Training Section of the Operations Department was also commended for the production of a number of training videos to effectively impart professional knowledge to investigating officers.

This year, four corruption prevention officers received the Director of Corruption Prevention’s Commendation. Chief Corruption Prevention Officer Wendy Au Man-ling was commended for the production of the Toolkit on Managing Declared Conflict of Interest for Civil Servants to assist government bureaux and departments to properly manage declarations of conflict of interest made by civil servants; Chief Corruption Prevention Officers Cheung Chin-kit and Ricky Lai Wai-ki for assisting the Development Bureau and works departments to put in place effective safeguards against corruption in construction projects under the New Engineering Contract system; Chief Corruption Prevention Officer Anita Choy Kin-fee for the planning and production of the Corruption Prevention Toolkit for Catering Industry which aimed at raising the governance standard and corruption prevention capacity of the catering industry.

Three officers of the Community Relations Department received the Director of Community Relations’ Commendation this year. Acting Deputy Regional Officer Lawrence Chiu Ming-wah was commended for coordinating the three-year Ethics Promotion Programme for Listed Companies, and organising the Conference on Business Ethics for Listed Companies 2017 – Corporate Governance: Compliance and Beyond. Deputy Regional Officer Daniel Chui Yu-ming and Senior Community Relations Officer Shermaine Ming Yuen-man were praised for organising and promoting the ICAC’s multi-year “All for Integrity” Territory Wide Programme.

In addition, 49 officers received the Assistant Director’s Commendation of the Operations Department, while six officers were awarded the Assistant Director’s Commendation of the Corruption Prevention Department and Community Relations Department respectively.

At the ceremony, the Commissioner also presented souvenirs to one serving and two former ICAC officers who earlier received the ICAC Medal for Meritorious Service from the Government. They were Principal Investigator Eddie Chan Yin-chiu, former Principal Mass Communication Officer Bernadette Liu Sau-fong and former Chief Investigator Danny Lo King-wing.

Meanwhile, over 120 serving and former ICAC officers and staff of various ranks and grades were given medals, certificates or plaques for their long services in the ICAC and the Government.
