Ex-Labour Department clerk in court over alleged use of false medical certificates for sick leave

A former Administrative Clerk of the Labour Department (LD), employed under non-civil service contract, appeared at the Kwun Tong Magistrates’ Courts today (July 15) for mention after being charged by the ICAC yesterday (July 14) for allegedly using false medical certificates to apply for sick leave.
Li Yanhua, 25, former Administrative Clerk of the LD, was charged with two counts of agent using document with intent to deceive her principal, contrary to section 9(3) of the Prevention of Bribery Ordinance.
No plea was taken today. The case was adjourned to September 9 for mention, and bail was granted to the defendant.
The ICAC investigation arose from a corruption complaint referred by the LD. At the material time, the defendant was employed by the LD under non-civil service contract and was entitled to two days of paid sick leave per month.
The charges allege that between mid-August and mid-October 2025, the defendant submitted two medical certificates containing false statements, and with intent to mislead the LD into granting her sick leave. It is suspected that the dates on the two medical certificates were altered.
The LD rendered full assistance to the ICAC during its investigation into the case.
The prosecution was today represented by ICAC officer Jolie Chan.
