ICAC Commissioner leads delegation to attend APEC anti-corruption meetings in Dalian to share effective implementation of “Beijing Declaration on Fighting Corruption”

ICAC Commissioner Mr Woo Ying-ming, leading an ICAC delegation, attended the 43rd Asia-Pacific Economic Cooperation (APEC) Anti-Corruption and Transparency Experts’ Working Group Meeting held in Dalian today (17 August) to foster the implementation of “Beijing Declaration on Fighting Corruption” (the Declaration), and strengthen international anti-graft collaboration.
Mr Woo, on behalf of Hong Kong, China, reported ICAC’s anti-graft work under the Declaration in the meeting. He highlighted that the “Anti-Corruption Tripartite Partnership”, comprising the ICAC, the Hong Kong International Academy Against Corruption and the International Association of Anti-Corruption Authorities, implemented the Declaration’s objectives in three dimensions, namely “Partnership”, “Preparedness” and “Perspective”.
“It’s been 12 years since the adoption of the Declaration. Over the years, the ICAC has been working as close partners with anti-corruption authorities worldwide, staying abreast of the global trend of corruption crimes and adopting a ‘whole-of-society’ perspective to combat corruption. Hong Kong, China will remain steadfast with our commitment in fighting corruption,” Mr Woo noted.
“The ICAC has leveraged on the unique advantages brought by ‘One Country, Two Systems’, including the support from our Motherland, judicial independence and established anti-corruption system, to implement the Declaration. The ICAC does not only serve as the anti-corruption ‘superconnector’, but also the ‘super value-adder’ by providing comprehensive support to our anti-corruption partners,” Mr Woo also added.
During the meeting, ICAC representatives also reported the concerted efforts brought by the APEC workshop on Promoting Integrity for Economic Prosperity co-hosted by the National Commission of Supervision and ICAC in Hong Kong in June this year. Representatives of the ICAC and the Securities and Futures Commission of Hong Kong will also attend a thematic workshop following the meeting, share with APEC members on the investigation experience on corruption cases involving cryptocurrencies, and discuss how to enhance international cooperation on asset recovery as well as regulatory mechanisms of different jurisdictions.
After the meeting, Mr Woo and ICAC officers will travel to Harbin to exchange anti-corruption experience with the local Commission of Supervision.
Delegation members who visit Dalian and Harbin include Director of Investigation (Private Sector) Mr Bryan Chong Ka-lok, Principal Investigators of the Operations Department Mr Bill Ng Siu-kei, Mr Gary Wong Hon-kit, Mr Gary Leung Hiu-yin and other ICAC officers. The delegation will return to Hong Kong on Wednesday (August 19).
