ICAC signs MoUs with anti-corruption agencies of Morocco and Thailand, joining force to build a Clean Silk Road

The ICAC today (September 9) exchanged Memoranda of Understanding (MoUs) with the National Authority for Probity, Prevention and the Fight Against Corruption of Morocco (INPPLC) and the Office of the Public Sector Anti-Corruption Commission of Thailand (PACC) respectively in the Belt and Road Summit to strengthen anti-corruption cooperation and build a Clean Silk Road together.
ICAC Commissioner, Mr Woo Ying-ming, and ICAC senior directorates held a bilateral meeting earlier (September 8) with the Chairman of the INPPLC, H.E. Mohamed Benalilou. Both sides hailed the signing of the MoU as a significant milestone that further solidified their partnership. Looking ahead, both parties aimed to leverage Morocco as a focal point to foster regional anti-corruption collaboration across Africa. This would also help to strengthen the regional influence of the International Association of Anti-Corruption Authorities (IAACA), leading by the ICAC. The Commission also pledged to render full assistance to the INPPLC and share its experience in establishing the Hong Kong International Academy Against Corruption (HKIAAC) with the INPPLC for establishing its local training facilities.
The MoU focuses on sharing information of corruption and related crimes, exchanging information with respect to criminal methodologies and preventive measures, and organising training activities.
On the same day, Mr Woo also received the Secretary-General of the PACC, Mr Bhumivisan Kasemsook, and witnessed the signing of the MoU between ICAC Deputy Commissioner cum Head of Operations, Mr Ricky Yau Shu-chun, and Mr Bhumivisan Kasemsook. During the meeting, the ICAC and the PACC reaffirmed strong collaboration in anti-corruption. The PACC had extended full support to the HKIAAC since its establishment in 2024, while in recent years, the ICAC also partnered with other law enforcement agencies in Hong Kong to share law enforcement experience in Thailand, yielding highly positive outcomes.
Following the signing of the MoU, both sides looked forward to deepening their cooperation through tailored organising training and capacity-building programmes, as well as enhancing experience exchange in law enforcement, corruption prevention, and public education, thereby jointly advancing anti-graft efforts.
“Morocco and Thailand are the ICAC’s key strategic partners under the country’s ‘Belt and Road’ Initiative, and serve as important anti-corruption hubs in North Africa and Southeast Asia respectively. The signing of MoUs with the two agencies enhances the sharing of anti-corruption intelligence, facilitates training activities, and promotes joint initiatives to actively build long-term anti-corruption co-operation within the Belt and Road region for a Clean Silk Road,” Mr Woo noted.
Since 2024, the ICAC has entered into 14 MoUs with anti-corruption agencies or international organisations from various countries.
