Works Supervisor of HD charged as ICAC graft probe reveals $500,000 illegal betting

A Works Supervisor of the Housing Department (HD) appeared in the Tuen Mun Magistrates’ Courts today (September 23) for mention after being charged. It followed an ICAC investigation into a corruption complaint which revealed that he had allegedly placed over 400 bets involving approximately $500,000 in total on various overseas soccer matches on an illegal gambling platform within one month.
Cheung Tsz-sum, 29, Works Supervisor I of the HD, faces one count of betting with a bookmaker, contrary to section 8 of the Gambling Ordinance. No plea was entered today. The case was adjourned to November 18 for mention, and the defendant was granted bail.
The charge alleges that between early April and early May 2026, the defendant betted with a bookmaker by placing bets on soccer matches.
Both the government and the public place the highest expectations on the integrity and conduct of our civil servants. Engaging in illegal gambling not only violates the Gambling Ordinance, but also breaches the expected conduct of the civil service.
