ICAC signs MoU with Public Prosecutor’s Office of Chile to advance anti-graft capabilities through technology

The ICAC today (September 23) signed a Memorandum of Understanding (MoU) with the Public Prosecutor’s Office of Chile (PPO) to strengthen anti-corruption collaboration and enhance capabilities in combating crime through technology.
ICAC Commissioner Mr Woo Ying-ming, accompanied by senior directorate officers of the Commission, held a bilateral meeting with the Prosecutor General of the PPO Mr Ángel Valencia Vásquez this morning. Mr Woo noted that the signing of the MoU not only strengthened the relationship and collaboration between the two jurisdictions but also created cooperation opportunities in education and training. The two parties also agreed to establish Chile as a focal point in South America for co-organising regional training covering financial investigation and asset recovery, which would enhance the ability of Chile and its neighbouring countries to combat corruption and related crimes.
Mr Ángel Valencia Vásquez noted that the PPO had been making significant efforts to develop technological and artificial intelligence tools to support criminal investigations. Expressing his hope to strengthen technical exchange and support, he stated that the ICAC’s investigative experience and tech-driven anti-corruption insights would serve as an important reference for improving local law enforcement effectiveness.
ICAC technical experts briefed the PPO delegation on the operation and latest technologies of the Commission’s Video Interview Rooms, facilitating Chile’s exploration of the feasibility of adopting a similar model. ICAC officials also shared insights on how technology could be used to assist corruption investigations, showcasing how artificial intelligence could be leveraged to enhance the quality and efficiency of corruption investigations.
As a member of the International Association of Anti-Corruption Authorities (IAACA), the PPO also visited the IAACA Secretariat, currently under the presidency of the ICAC, to learn about the latest international anti-graft efforts.
Under the framework of the MoU, both sides are committed to sharing intelligence on the modus operandi of corruption and preventive measures, organising training programmes, and deepening cooperation and experience exchange in terms of law enforcement, prevention, and public education.
