ICAC charges two former cleaning company executives with bribery

2026-11-2

Two former senior executives of a cleaning company were charged by the ICAC for allegedly accepting bribes totalling more than $75 million in connection with the procurement of cleaning vehicles and maintenance services for those vehicles. The case will be brought up for mention at the Kwun Tong Magistrates’ Courts this morning (November 2).

The two defendants are William Fung Chi-wang, 54, former director of Johnson Cleaning Services Company Limited (Johnson) and former chief executive officer of Johnson’s parent company; and Jimmy Lee Sai-leung, 57, former general manager of Johnson. Both were charged last Friday (October 30) with one count of conspiracy for an agent to accept advantages, contrary to section 9(1)(b) of the Prevention of Bribery Ordinance and section 159A of the Crimes Ordinance.

At the time of the offence, Fung oversaw the business of Johnson, including subcontracts, purchase orders, and the release of payments. Lee was under the direct supervision of Fung. Between November 2024 and January 2026, Johnson procured multiple fleets of cleaning vehicles from a supplier and regularly used the vehicle maintenance services provided by the supplier, with the total expenses exceeding $160 million.

The charge alleges that Fung and Lee conspired to accept bribes totalling over $75 million from individuals including the supplier’s proprietor as a reward for the duo showing favour to the supplier in the abovementioned business in relation to Johnson.

Johnson rendered full assistance to the ICAC during its investigation into the case.

As the corruption investigation is ongoing, the ICAC would not rule out further prosecution.
