Woman brought to court over perversion by making false report to ICAC

A woman was brought to the Eastern Magistracy today (April 26) after being charged by the ICAC with perverting public justice by making a false report to the anti-corruption agency against police officers for alleged corruption in handling her drug trafficking case.

Wong Wing-chi, 30, who was charged yesterday (April 25), faced one count of doing an act tending and intended to pervert the course of public justice, contrary to Common Law.

The defendant also faced an alternative charge of making a false report to officers of the ICAC, contrary to Section 13B(a) of the ICAC Ordinance.

No plea was taken today. Principal Magistrate Mr Peter Law Tak-chuen adjourned the case to July 5 for plea.

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged offences.

The charge alleged that between April 17, 2017 and March 4, 2018, the defendant, with intent to pervert the course of public justice, did acts which had a tendency to pervert the course of public justice in that:

(i) she wrote to the ICAC on or about April 17, 2017 alleging falsely that police officers of a Special Duty Squad of Yuen Long District had accepted a bribe and released a man in a case of dangerous drugs recovered at a hotel in Tin Shui Wai on January 24, 2017, and the police officers fabricated evidence against her for trafficking in dangerous drugs in that case;

(ii) she told two Investigators of the ICAC on May 2, 2017 and two other Investigators of the ICAC on May 18, 2017 that she had no knowledge or any involvement with the dangerous drugs; and

(iii) she provided to the ICAC particulars of the identity of that man on July 31 and August 6, 2017.

The alternative charge alleged that on May 2, 2017, the defendant knowingly made to the two Investigators of the ICAC a false report of the commission of an offence, namely police officers of the Special Duty Squad of Yuen Long District conspiring with that man to pervert the course of public justice by fabricating evidence against her for trafficking in dangerous drugs in respect of dangerous drugs recovered at a room of the hotel in Tin Shui Wai on January 24, 2017.

The prosecution was today represented by ICAC officer Isabel Tsoi.
