Works supervisor of WSD charged with false OT claims

A works supervisor of the Water Supplies Department (WSD) has been charged by the ICAC with defrauding the WSD of overtime (OT) allowances totalling over $4,300 by submitting 17 false attendance records.
Peter Cheng Kwong-so, 49, Works Supervisor II of the WSD, faces two charges of fraud, contrary to Section 16A of the Theft Ordinance. He will appear in the Kwun Tong Magistracy tomorrow (August 3) for plea.
The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged offences.
At the material time, the defendant was employed by the WSD as Works Supervisor II posted to the Operation Team under the New Territories East Region. One of his duties was to handle and supervise emergency water works carried out by a contractor of the WSD outside office hours. The defendant was entitled to OT allowances for such duties.
One of the charges alleges that between January 25 and October 17, 2016, the defendant dishonestly and falsely represented that he had supervised the maintenance works at different locations until his reported “end times” and submitted eight records of OT work with overstated “end times”, and with intent to defraud, induced the WSD to approve his applications for OT allowances totalling over $3,600, which resulted in benefit to him and prejudice to the WSD.
The other charge alleges that between November 16 and December 8, 2016, the defendant dishonestly and falsely represented that he had performed OT works until the times set out in his attendance records and submitted nine records of OT work with overstated “departure times”, and with intent to defraud, induced the WSD to approve his applications for OT allowances totalling about $770, which resulted in benefit to him and prejudice to the WSD.
The WSD has rendered full assistance to the ICAC during its investigation into the case.
The defendant has been released on ICAC bail, pending his court appearance tomorrow.
