Man charged with bribing bank staff with HK$100,000 for opening corporate account

A man has been charged by the ICAC today (August 24) with offering a bribe of HK$100,000 to an employee of a bank for assisting him in opening an account for his company.

Xiong Qingsong, 51, a Mainland resident and sole director-cum-shareholder of Zhong Yu International QQ Industry Investment Group Limited (Zhong Yu), faces a charge of offering an advantage to an agent, contrary to Section 9(2)(a) of the Prevention of Bribery Ordinance.

Upon receipt of a complaint earlier referred by DBS Bank (Hong Kong) Limited (DBS Bank), ICAC officers started an investigation into it. When Xiong visited a branch of the bank in Tsim Sha Tsui yesterday (August 23), the officers arrested him for allegedly committing the bribery offence.

Having sought legal advice from the Department of Justice, the ICAC officers laid the charge against Xiong today, and will bring him to the Kowloon City Magistracy tomorrow (August 25) for mention.

The charge alleges that on August 17, 2018, Xiong, without lawful authority or reasonable excuse, offered a sum of HK$100,000 to a senior relationship manager of DBS Bank as a reward for assisting him in opening a corporate account with the bank in the name of Zhong Yu.

The senior relationship manager of DBS Bank did not reply to the offer of HK$100,000 by Xiong, and reported the matter to her supervisors.

DBS Bank has rendered full assistance to the ICAC during its investigation into the case.
