Ex-welder of engineering company charged with bribery over job referrals

A former welder of an engineering company has been charged by the ICAC with soliciting and accepting illegal referral fees or “tea money” of $2,100 in total for referring two men to work as welders for the company.

Chu Wing-chung, 61, former welder of Shun Fat Engineering Company (SFE), who was charged yesterday (September 26), faces five charges – two of agent soliciting an advantage and three of agent accepting an advantage, contrary to Section 9(1)(a) of the Prevention of Bribery Ordinance.

The defendant will appear in the West Kowloon Magistracy tomorrow (September 28) for plea.

At the material time, the defendant was a welder of SFE working at a construction site of a commercial building in Cheung Sha Wan. In December 2016, the defendant was asked by the proprietor of SFE to introduce other welders to work for SFE at the construction site.

One of the charges alleges that on December 31, 2016, the defendant, without lawful authority or reasonable excuse, accepted $400 as referral fees from a man as rewards for referring him to work as welder for SFE.

Another charge alleges that on January 10, 2017, the defendant, without lawful authority or reasonable excuse, solicited $600 as referral fees from the welder for the same purpose.

Two other charges allege that on December 31, 2016 and January 9, 2017, the defendant, without lawful authority or reasonable excuse, accepted $400 and $600 respectively as referral fees from another man as rewards for referring him to work as welder for SFE.

The remaining charge alleges that on January 18, 2017, the defendant, without lawful authority or reasonable excuse, solicited $100 as “tea money” from the man for the same purpose.

SFE has rendered full assistance to the ICAC during its investigation.

The defendant has been released on ICAC bail, pending his court appearance tomorrow.
