ICAC urges public to uphold clean and fair Legislative Council by-election

The ICAC has kicked off a series of multi-faceted education and publicity initiatives to remind candidates and electors of the upcoming Legislative Council (Legco) by-election to uphold a clean and fair poll and stay alert to any corrupt and illegal practices.

The by-election, scheduled for November 25 this year, is open for nomination from today (October 2) until October 15 to fill a vacancy of the Legco’s Kowloon West Geographical Constituency membership.

To help candidates and their election agents better understand the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) and avoid inadvertently breaching the electoral law, the ICAC, with the assistance of the Registration and Electoral Office (REO), will distribute a “Clean Legislative Council Election Information Booklet” to candidates when they submit their nomination forms.

The booklet, containing a Questions and Answers section as well as a Dos and Don’ts Checklist, spells out the spirit and application of the ECICO and highlights common pitfalls in electioneering activities conducted by candidates and their agents.

A “Guidelines for Electors” leaflet containing major points-to-note of the electoral law will be mailed to all relevant electors together with the polling notice sent by the REO.

“In addition, through advertisements in newspapers and online platforms, the public is reminded to refuse electoral bribes,” said Ms Monica Yu Wai-fan, ICAC’s Programme Coordinator (Clean Elections).

Ms Yu said the ICAC would also participate in a briefing to be convened later by the Electoral Affairs Commission for candidates and their election agents to expound on the major provisions of the ECICO and the statutory requirements governing the conduct of election activities.

Upon request, the ICAC will also arrange briefing sessions for political bodies, candidates and their helpers to explain the electoral law and relevant guidelines.

Meanwhile, Ms Yu urged members of the public to report any suspected corrupt and illegal conduct in relation to the by-election by visiting the ICAC Headquarters or any Regional Offices in person, or calling the 24-hour ICAC Report Centre at 25 266 366.

During the election period, an enquiry hotline 2920 7878 is also available for public enquiries relating to the ECICO and ICAC’s education and publicity programmes for the by-election.
