Man charged with bribing driving examiner

A young man has been charged by the ICAC today (Thursday) with offering a bribe of $500 to a driving examiner of the Transport Department (TD) so as to get a pass in a driving test after being arrested on suspicion of corruption.

Leung Kin-ming, 22, a container depot worker, faces one count of offering an advantage to a public servant, contrary to Section 4(1)(a) of the Prevention of Bribery Ordinance (POBO).

The defendant will be brought to the Kowloon City Magistracy for plea tomorrow (Friday) morning.

The case arose from a corruption complaint referred by the Police, which accused Leung of having offered a bribe to a Driving Examiner II of the TD while taking a light goods vehicle driving test at its Tin Kwong Road Driving Test Centre yesterday (Wednesday).

After investigation, the ICAC arrested Leung on suspicion of committing an offence under the POBO. Having sought legal advice from the Department of Justice, the ICAC laid a bribery charge against him.

The charge alleges that Leung offered $500 in cash to the driving examiner of the TD as a reward for giving a pass to him in the driving test.

The TD and the Police have rendered full assistance to the ICAC during its investigation.
