ICAC graft-fighters commended for distinguished contributions

Over 100 ICAC officers were today (November 27) awarded commendations in recognition of their distinguished contributions and commitment to combating corruption and building a clean society through law enforcement, system prevention and public education.

Speaking at the 2018 Awards Presentation Ceremony, ICAC Commissioner Mr Simon Peh Yun-lu noted that Hong Kong’s anti-graft work continued to gain recognitions both locally and in the international arena.

“Encouraging results are yielded thanks to the concerted efforts of all ICAC officers. The number of officers commended this year are hence higher than those in the past. Over 100 officers are commended for their leadership and professionalism displayed while over 80 staff are honoured for having served the Commission for over 10 to 40 years,” Mr Peh said.

At today’s ceremony, four officers were awarded the Commissioner’s Commendation for their professionalism of an exceptionally high order and devotion to duty demonstrated in two prominent ICAC cases.

Chief Investigator (CI) Sim Chak-cheong and Senior Investigator (SI) Tang Yuen-ki were commended for their outstanding leadership and investigative ability in an investigation leading to the conviction of a Superintendent of Police and two nightclub operators of various corruption offences.

CI Winnie Lee Wai-yee and Acting Principal Investigator (PI) Kate Cheuk Chi-yan were honoured for their outstanding leadership and organisational skills displayed during a complex and highly sensitive investigation leading to the conviction of a former Chief Executive of misconduct in public office (MIPO).

Thirty-six other officers who received the Operations Department Directorate Commendation were commended for their outstanding investigative ability, perseverance, professional and dedication to duty in investigating various corruption and MIPO cases.

The recipients were Acting PI Chan Hing-wan; CIs Lau Chi-ho, Fong Chi-kin and Lam Hiu-sing; Acting CI Wong Chung-fai; SIs Lung Ho-yan, See Chiu-kwan, Poon Lap-fung, Cheung Ming-yin, Jennifer Tam Wai-ling, Wong Lo-kam, Chan Nga-yu, Lee Lai-ming, Lo In, Leung Shuk-shan, Lam Cheung-ching, Cheung Chun-hong, Yeung Chun-yin, Woo Yuet-wah, Fiona Chan Chi-ying, Wong Chun, Jacqueline Lai Lam Pui-fong, Wong Ying-chow, Do Chi-wai and Tsang Kai-leung; Investigators (Is) Chau Kwok-yan, Tsoi To-yan, Pan Tak-yin, Cheung Ka-kit, Chow Man-ho, Tsang Lai-ming, Lee Siu-fai, Li Ming-kwan and Cheung Shing-king; and Assistant Investigators Wong Wai-ming and Yeung Wai-hang.

Meanwhile, Chief Corruption Prevention Officers Wendy Yeung Wan-yin, Margaret Chan Sau-king and Cheung Chin-kit received the Director of Corruption Prevention’s Commendation.

They were respectively praised for their contributions to providing corruption prevention advices and services in relation to managing declared conflict of interest, operations of kindergartens to raise governance standard, and the construction industry including building in anti-graft resistance in major infrastructure projects.

This year, three officers of the Community Relations Department (CRD) were awarded the Director of Community Relations’ Commendation. Chief Youth & Education Officers Kwong Kar-yan and Chan Lai-chuen were praised for their innovation and devotion in organising the two-year “Youth Integrity Fest” Programme, while Information Technology Communication Officer Ronald Chau Chun-kit was commended for product development of the department’s VR (Virtual Reality) and AR (Augmented Reality) project.

In addition, 77 investigating officers received the Assistant Director’s Commendation of the Operations Department, while six officers were awarded the Assistant Director’s Commendation of the Corruption Prevention Department and CRD respectively.

At the ceremony, the Commissioner also presented souvenirs to former Director of Investigations (Government Sector) Ricky Yu Chun-cheong and former Director of Community Relations Raymond Ng Kwok-ming, who earlier received the ICAC Medals for Distinguished Service from the Government.

Former PI Leung Tak-cheung, former CIs Chan Kwok-kuen and Chan Mui-hing, and Chief Communications and Media Relations Officer Tse Yuk-how, who earlier received the ICAC Medal for Meritorious Service from the Government, also received souvenirs from the Commissioner today.

Meanwhile, over 80 officers and staff of various ranks and grades were given medals, certificates or plaques for their long services in the ICAC and the Government.
