Trio charged with $400,000 bribery over jet flight orders

Two former managers of a charter flight broker and a director of a private jet operator have been charged by the ICAC today (December 7) with conspiracy for the former managers to accept bribes totalling over $400,000 from the director for placing jet flight orders with the private jet operator.

Leung Yuk-wing, 34, former account manager of L’voyage Limited (L’voyage), Dominic Tam Shing-yan, 29, former business development manager of L’voyage, and Xu Zhuo, 32, director of Joy Fly Jet Limited (Joy Fly), face a joint charge of conspiracy for agent to accept advantages, contrary to Section 9(1)(a) of the Prevention of Bribery Ordinance and Section 159A of the Crimes Ordinance. Leung and Xu jointly face a similar charge.

The defendants will appear at the Kwun Tong Magistracy tomorrow (December 8) for mention.

Leung, Tam and Xu were arrested by the ICAC yesterday (December 6) for their alleged roles in the case. After seeking legal advice from the Department of Justice, the ICAC have laid the charges against them.

At the material times, Leung and Tam were respectively account manager and business development manager of L’voyage, a charter flight broker engaging private jet operators to provide jet flight services for its customers. Joy Fly was a private jet operator, of which Xu was a director.

One of the charges alleges that between August 21, 2017 and January 29, 2018, Leung and Xu conspired together for Leung to, without lawful authority or reasonable excuse, accept over $292,000 from Xu as a reward for Leung placing jet flight orders with Joy Fly.

The other charge alleges that between September 11, 2017 and January 27, 2018, Leung, Tam and Xu conspired together for Tam to, without lawful authority or reasonable excuse, accept over $116,000 from Xu as a reward for Tam placing jet flight orders with Joy Fly.

L’voyage has rendered full assistance to the ICAC during its investigation into the case.

Leung and Tam will be released on ICAC bail, pending their court appearance tomorrow, while Xu will be brought to court tomorrow for mention.
