Senior Station Officer of FSD charged with soliciting and accepting $70,000 unauthorised loans

A Senior Station Officer (SSO) of the Fire Services Department (FSD) has been charged by the ICAC today (February 19) with soliciting and accepting unauthorised loans totalling $70,000 from three subordinates.

Philome Ng Lun-kwong, 53, faces three charges – two of prescribed officer soliciting an advantage, and one of prescribed officer soliciting and accepting an advantage, contrary to Section 3 of the Prevention of Bribery Ordinance.

The defendant will appear at the Eastern Magistracy on Thursday (February 21) for plea.

At the material time, the defendant was a SSO of the FSD posted to its Marine and Off-shore Islands Division.

Two of the charges allege that on March 30, 2017, the defendant, without the general or special permission of the Chief Executive, solicited two loans of $30,000 each from two Senior Firemen who were his subordinates.

The remaining charge alleges that on a day between March 1 and May 31, 2017, the defendant, without the general or special permission of the Chief Executive, solicited and accepted another loan of $10,000 from a Principal Fireman under his direct supervision.

The FSD has rendered full assistance to the ICAC during its investigation into the case.

The defendant has been released on ICAC bail, pending his court appearance this Thursday.
