Ex-sales executive charged with $41,000 cash coupons fraud

A former sales executive of a hair products company has been charged by the ICAC with fraud by inducing the company to issue cash coupons in a total sum of over $41,000 as a result of bundling purchase orders from various clients.

Lee Ching-fong, 44, former sales executive of J & E Selections Limited (J & E), who was charged yesterday (February 19), faces two counts of fraud, contrary to Section 16A of the Theft Ordinance.

The defendant will appear at the West Kowloon Magistracy tomorrow (February 21) for plea.

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged offences.

At the material time, the defendant was a sales executive of J & E, a hair products company. She was responsible for promoting its products to salons and hairdressers in designated districts.

Between 2013 and 2016, J & E offered cash coupons to its clients when their purchases reached specific amounts. The clients could use the coupons to settle payments for future orders.

J & E did not allow its sales executives to group purchase orders from various clients into one order so as to induce the company to issue cash coupons.

One of the charges alleges that between April 10, 2015 and March 30, 2016, the defendant falsely represented to J & E that a salon had ordered products as stipulated in 11 invoices, and with intent to defraud, induced J & E to issue cash coupons to the salon in the sum of $14,300 and allow such coupons to be used on orders placed in its name in eight other invoices, which resulted in benefit to persons other than J & E or prejudice to J & E.

The other charge alleges that between June 1, 2015 and June 13, 2016, the defendant falsely represented to J & E that another salon had ordered products as stipulated in 17 invoices, and with intent to defraud, induced J & E to issue cash coupons to the salon in the sum of $27,300 and allow such coupons to be used on orders placed in its name in 13 other invoices, which resulted in benefit to persons other than J & E or prejudice to J & E.

J & E has rendered full assistance to the ICAC during its investigation into the case.

The defendant has been released on ICAC bail, pending her court appearance tomorrow.
