Ganger of FEHD charged with soliciting and accepting $60,000 unauthorised loans

A Ganger of the Food and Environment Hygiene Department (FEHD) has been charged by the ICAC today (March 4) with soliciting and accepting unauthorised loans totalling $60,000 from a Workman under her direct supervision.
To Shui-lan, 54, faces four charges of prescribed officer soliciting and accepting an advantage, contrary to Section 3 of the Prevention of Bribery Ordinance.
The defendant will appear at the Eastern Magistracy on Wednesday (March 6) for plea.
At the material time, the defendant was a Ganger of the FEHD posted to the Pest Control Section in its Stanley sub-office. The Workman and two to three others were under her direct supervision.
The charges allege that between March 10 and July 13, 2017, the defendant, without the general or special permission of the Chief Executive, solicited and accepted four loans of $5,000 to $25,000, totalling $60,000, from the Workman.
The FEHD has rendered full assistance to the ICAC during its investigation into the case.
The defendant has been released on ICAC bail, pending her court appearance on Wednesday.
