Construction worker charged with $230,000 salary theft

A construction worker has been charged by the ICAC today (March 6) with stealing salary payments totalling over $230,000 from a main contractor of fire safety devices works by using false attendance records.

Wang Yuanhui, 40, construction worker, faces 15 charges of theft, contrary to Section 9 of the Theft Ordinance.

The defendant will appear at the Eastern Magistracy on Friday (March 8) for plea.

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the alleged offences.

At the material time, the defendant was employed by Hoi Pak, a subcontractor of Sando (E&M) Engineering Limited (Sando) which was responsible for the design and installation works of fire safety devices at the Western Wholesale Food Market.

According to an agreement made between Hoi Pak and Sando, Sando would issue monthly wages to Hoi Pak’s workers on behalf of Hoi Pak.

The charges allege that on 15 occasions between May 6, 2016 and July 4, 2017, the defendant stole salaries totalling over $230,000, ranging from $8,520 to $20,590 on each occasion, from Sando.

ICAC enquiries revealed that while the defendant was employed by Hoi Pak, he had never worked at the Western Wholesale Food Market.

Sando has rendered full assistance to the ICAC during its investigation into the case.

The defendant has been released on ICAC bail, pending his court appearance on Friday.
