Ex-driver charged with $1m payments theft

A former driver of a transportation company has been charged by the ICAC today (March 25) with stealing service payments totalling over $1 million from its client.

Lam Chung-hoi, 57, former driver of Man Fai Machinery Transportation and Construction Limited (MFM), faces 15 charges of theft, contrary to Section 9 of the Theft Ordinance.

The defendant will appear at the Tuen Mun Magistracy on Wednesday (March 27) for plea.

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged offences.

At the material time, the defendant was a driver of MFM, who was tasked to convey construction materials and ironware to its clients, including a logistics firm.

The defendant was also entrusted by the proprietor of MFM to arrange manpower for the logistics firm’s trucking orders and submit MFM’s invoices to it for settlement of service payments. But he was not authorised to receive the payments on behalf of MFM.

The charges allege that between October 20, 2015 and May 5, 2017, the defendant stole 15 transportation service payments of $29,600 to $119,460, totalling over $1 million, from the logistics firm.

MFM and the logistics firm have rendered full assistance to the ICAC during its investigation into the case.

The defendant has been released on ICAC bail, pending his court appearance on Wednesday.
