Supplies Supervisor of GLD and labourer charged with fraud over unauthorised leave

A Supplies Supervisor of the Government Logistics Department (GLD) and a labourer of a cleaning contractor have been charged by the ICAC today (June 10) with conspiracy to defraud the contractor of wages totalling over $9,000 paid to the labourer despite her unauthorised leave, while the Supplies Supervisor also faces charges of using false documents to conceal the unauthorised leave, causing the Government to pay over $14,000 to the contractor.
Sung Hon-sing, 37, Supplies Supervisor II of GLD, and Chau Sim-lan, 60, labourer of Man Shing Cleaning Service Company Limited (Man Shing), face a joint charge of conspiracy to defraud, contrary to Common Law.
Sung alone also faces nine charges of agent using documents with intent to deceive his principal, contrary to Section 9(3) of the Prevention of Bribery Ordinance.
The defendants will appear at the West Kowloon Magistracy on Wednesday (June 12) for plea.
At the material time, Sung was employed by the GLD as a Supplies Supervisor II and posted to the General Store of Tsim Sha Tsui Fire Station of the Fire Services Department (FSD).
In August 2016, FSD awarded an 18-month contract to Man Shing. After Man Shing was engaged by FSD, Man Shing retained Chau to provide cleaning service at the store.
The joint charge alleges that between August 1, 2016 and May 31, 2017, Sung and Chau conspired together to defraud Man Shing by falsely representing that Chau had attended work on 26 days, and causing Man Shing to make payments in the total sum of over $9,000 representing wages payable for the 26 days to her.
The remaining nine charges allege that between October 31, 2016 and June 5, 2017, Sung used false documents, namely invoices issued by Man Shing and monthly payment certification forms purporting that Man Shing had provided a total of 1,820 working hours to the FSD, with intent to deceive the Government.
As a result, Chau’s working hours were falsely inflated by 260 hours, and FSD had paid an extra sum of over $14,000 to Man Shing.
The GLD, the FSD and Man Shing have rendered full assistance to the ICAC during its investigation into the case.
The defendants have been released on ICAC bail, pending their court appearance on Wednesday.
