CSD Instructor and inmate charged with bribery over $90,000 loans

An Instructor of the Correctional Services Department (CSD) and an inmate have been charged by the ICAC today (July 23) in connection with four loans totalling $90,000 which the Instructor accepted from two inmates.
Chu Ka-ho, 41, Instructor of the CSD, and Kong Tat-lung, 30, inmate, face a joint charge of conspiracy for a public servant to accept an advantage, contrary to Section 4(2)(a) of the Prevention of Bribery Ordinance (POBO) and Section 159A of the Crimes Ordinance.
Chu further faces three counts of public servant accepting an advantage, contrary to Section 4(2)(a) of the POBO.
The defendants will appear at the Eastern Magistracy on Thursday (July 25) for plea. Chu has been released on ICAC bail while Kong will be brought to the court on Thursday.
At the material time, Chu was an Instructor of the CSD posted to the kitchen workshop of Stanley Prison. He was responsible for assigning cooking tasks to inmates, checking quality of the food they made and monitoring their general conduct.
Kong was an inmate assigned to work in the kitchen workshop under Chu’s direct supervision to make daily meals served to inmates.
The joint charge alleges that between July 1 and 24, 2017, Chu and Kong conspired together, without lawful authority or reasonable excuse, for Chu to accept a loan of $40,000 as a reward for Chu being or remaining favourably disposed to Kong.
Three other charges against Chu allege that on three occasions respectively on January 16, February 14 and March 7, 2018, Chu, without lawful authority or reasonable excuse, accepted three loans totalling $50,000 as a reward for him being or remaining favourably disposed to another inmate posted to work in the kitchen workshop under his direct supervision.
The CSD has rendered full assistance to the ICAC during its investigation into the case.
