Duo charged with fraud over inflated quotation for lighting products

A former employee of a property management company and an engineering company proprietor were charged by the ICAC for their alleged roles in a conspiracy to defraud the property management company by inflating a quotation for lighting products for a commercial building.

Lai Kit-on, 35, former senior technical officer of Savills Property Management Limited (SPM), and Lee Chun-yuen, 40, sole proprietor of Wui Li Engineering Co (WLE), face a joint charge of conspiracy to defraud, contrary to Common Law.

The defendants will appear at the Kwun Tong Magistracy on Friday (July 26) for plea.

At the material time, Lai was a senior technical officer of SPM posted to MG Tower, a commercial building in Kwun Tong. His duties included obtaining quotations for minor repair works and procurement exercises of MG Tower, and preparing quotation analyses. Lai came to know Lee, the sole proprietor of WLE, before he joined SPM.

In September 2016, SPM conducted a procurement exercise to purchase 180 sets of LED down lights for improving the illumination condition of the common corridors on three floors of MG Tower.

The charge alleges that between September 19 and 28, 2016, Lai and Lee conspired together to defraud SPM by falsely representing to the company that the unit prices quoted by WLE for two models of LED down lights were $280 and $380 respectively, and causing SPM to approve WLE’s quotation for the procurement of the lighting products.

ICAC enquiries revealed that the quotation issued by WLE was inflated by $2,160 in total.

SPM has rendered full assistance to the ICAC during its investigation into the case.

The defendants have been released on ICAC bail pending their court appearance on Friday.
