Senior Police Constable charged with $83,000 loans fraud

A Senior Police Constable has been charged by the ICAC today (August 28) with defrauding six Police Constables of 10 loans totalling over $83,000 by deceit.

Lam Chung-man, 49, faces six counts of fraud, contrary to Section 16A of the Theft Ordinance.

The defendant will appear at the West Kowloon Magistracy on Friday (August 30) for plea.

The case arose from a corruption complaint referred by the Hong Kong Police Force (HKPF). Subsequent ICAC enquiries revealed the above alleged offences.

At the material time, the defendant was a Senior Police Constable posted to a Patrol Sub-unit of Sham Shui Po Division of the HKPF. In 2016, the defendant came to know six Police Constables who also worked in the same Patrol sub-unit.

The charges allege that on 10 occasions between April 18 and May 9, 2018, the defendant dishonestly falsely represented to the six Police Constables that he was in need of money to pay for medical expenses of his mother in the Mainland, and with intent to defraud, induced them to provide him with 10 loans totalling $83,250, which resulted in benefit to the defendant or in prejudice to them.

The amount of money the defendant obtained from individual Police Constables ranged from $6,050 to $25,100.

The HKPF has rendered full assistance to the ICAC during its investigation into the case.

The defendant has been released on ICAC bail, pending his court appearance on Friday.
