Ex-employee of cross-border trucking services company charged with payments fraud

A former employee of a cross-border trucking services company has been charged by the ICAC today (October 18) with defrauding the company of service payments totalling $6,200 by inflating parking fees on delivery notes submitted by a subcontractor.

Chow Chi-yeung, 42, former logistics supervisor of Extrans International (HK) Limited (EIL), faces one count of fraud, contrary to Section 16A of the Theft Ordinance.

The defendant will appear at the West Kowloon Magistracy next Tuesday (October 22) for plea.

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above alleged offence.

At the material time, the defendant was a logistics supervisor of EIL, which provided cross-border trucking services to its clients. He was responsible for selecting contractors to take up EIL’s orders. Contractors may further contract out EIL’s orders to subcontractors.

The charge alleges that between October 1 and November 16, 2018, the defendant falsely represented to EIL that the total service fees stated in 31 delivery notes issued by a subcontractor of EIL were genuinely incurred by the subcontractor.

With intent to defraud, the defendant caused and induced EIL to issue a cheque in favour of a contractor of EIL for settling the abovementioned delivery notes, which resulted in prejudice to EIL.

It is alleged that the parking fees stated on the abovementioned delivery notes were each inflated by $200, resulting in a total inflated sum of $6,200.

EIL has rendered full assistance to the ICAC during its investigation into the case.

The defendant has been released on ICAC bail, pending his court appearance next Tuesday.
