Ex-employee of cross-border trucking services company admits payments fraud

A former employee of a cross-border trucking services company, charged by the ICAC, admitted at the West Kowloon Magistracy today (October 22) that he had defrauded the company of service payments totalling $6,200 by inflating parking fees on delivery notes submitted by a subcontractor.

Chow Chi-yeung, 42, former logistics supervisor of Extrans International (HK) Limited (EIL), pleaded guilty to one count of fraud, contrary to Section 16A of the Theft Ordinance.

Acting Chief Magistrate Peter Law Tak-chuen adjourned the case to November 12 for sentence, pending background and community service order reports. The defendant was granted cash bail.

The case arose from a corruption complaint. Subsequent ICAC enquiries revealed the above offence.

The court heard that at the material time, the defendant was a logistics supervisor of EIL, which provided cross-border trucking services to its clients. He was responsible for selecting contractors to take up EIL’s orders. Contractors might further contract out EIL’s orders to subcontractors.

EIL’s contractors and subcontractors were required to submit delivering notes listing all expenses incurred, including parking fees and overtime allowances.

The court heard that in around mid-October 2018, the defendant submitted to EIL 31 delivery notes issued by a subcontractor for orders placed by EIL between September 1 and 13, 2018. On each of the delivery notes, he altered the parking fee from $120 to $320.

As a result, EIL issued to a contractor a cheque of over $400,000, including the inflated parking fees of $6,200.

When interviewed under caution by ICAC officers, the defendant admitted that he had inflated the parking fee on each of the 31 delivery notes by $200.

EIL had rendered full assistance to the ICAC during its investigation into the case.
