ICAC officers commended for distinguished anti-graft performance

Over 70 ICAC officers were today (December 10) awarded commendations in recognition of their distinguished contributions, professionalism and commitment to combating corruption and fostering a culture of integrity in the community.

Speaking at the 2019 Awards Presentation Ceremony, ICAC Commissioner Mr Simon Peh Yun-lu remarked that during the year, the ICAC’s three departments, together with the Administration Branch, continued to work in perfect synergy. Amidst challenges brought by technology advancement and constant societal changes, innovative ideas were injected in the ICAC’s three-prong strategy, effectively keeping corruption in check.

Noting that Hong Kong had been a divided city in the past few months, Mr Peh said it was all the more important for ICAC officers to cherish the staunch support from the public, as well as the fine reputation which the Commission had strived to establish both locally and internationally in the past 45 years.

“The ICAC continues to earn these recognitions because the Commission remains independent. Our officers carry out their anti-corruption duties professionally, impartially and without political considerations at all times,” Mr Peh said.

The Commissioner thanked officers for remaining dedicated in this difficult time and urged them to continue to uphold the Commission’s core value of impartiality and rule of law to help restore order in the society.

At today’s ceremony, Chief Investigator Jalen Cheung Chun-hong from the Operations Department was awarded the Commissioner’s Commendation for his outstanding investigative ability, devotion to duty, perseverance and professionalism of an exceptionally high order throughout a complex and sensitive investigation leading to the conviction of a former Deputy Secretary of a government bureau of an offence of misconduct in public office.

Eight other officers who received the Operations Department Directorate Commendation were commended for their outstanding investigative ability, perseverance, professional and dedication to duties in various ICAC cases, the enhancement of security of the Operations Department’s computer network, as well as the development of forensic methodology and advanced computer systems to effectively support examination and retrieval of evidence.

The recipients were Chief Investigator Gidwani Sudhir Gulab; Senior Investigators Francis Lai Kwun-hung, Gary Mok Wing-yin, Keith Kwok Po-keung, Angela Kwan Ying-hung, Zeeman Lau Wai-yin; Investigators Matthew Pan Tak-yin and Brian Lo Tak-leung.

Meanwhile, Chief Corruption Prevention Officers Lenny Chan Wai-lun, Stanley Chio Kai-ming, Ricky Lai Wai-ki and Henri Lui Chi-hing received the Director of Corruption Prevention’s Commendation.

They were respectively commended for their contributions to assisting the government in setting up and implementation of the Pro-innovation Government Procurement policy, assisting listed companies in strengthening their anti-bribery management systems and enhancing disclosure of anti-corruption information, enhancing public works contractors’ corruption prevention capabilities and awareness and the development of an Integrity Management System, and assisting the Urban Renewal Authority to enhance the procedures and control of the Operation Building Bright 2.0 and Fire Safety Improvement Works Subsidy Scheme.

This year, two officers of the Community Relations Department were awarded the Director of Community Relations’ Commendation. Deputy Regional Officer Elis Leung Ho-yee was commended for her high degree of creativity in the planning and execution of the ICAC 45th Anniversary Publicity Programme, including “45-Day Online Countdown”, coffee-sharing activities and tram publicity, while Chief Mass Media Officer Anita Lo Heung-lan was praised for her overall planning and production of the 2019 TV Drama Series as a major component to commemorate ICAC’s 45th Anniversary.

In addition, 53 investigating officers received the Assistant Director’s Commendation of the Operations Department, while seven officers were also awarded the Assistant Director’s Commendation of the Corruption Prevention Department and Community Relations Department respectively. Officers of the ICAC’s Personnel Section received Administration Branch Assistant Director’s Commendation for their efficient personnel management work and contribution to the implementation of green work processes in the Commission.

The Commissioner also presented a souvenir to former Director of Investigation (Private Sector) Ricky Chu Man-kin, who earlier received the ICAC Medal for Distinguished Service from the Government.

Chief Staff Officer Judy Li Kwan-chu and former Senior Personal Secretary Stella Ki Che-ping, who were earlier awarded the ICAC Medal for Meritorious Service and the Chief Executive’s Commendation for Government/Public Service respectively from the Government, today also received souvenirs from Mr Peh.

Meanwhile, over 100 officers and staff, of various ranks and grades were given medals, certificates or plaques for their long services in the ICAC and the Government.
