The ICAC today (September 10) launched the Private Sector Integrity Centre (the Centre), which consolidates the existing resources of its Corruption Prevention Advisory Service and the Hong Kong Business Ethics Development Centre. As an integrated service and knowledge hub, the Centre offers comprehensive and risk-based corruption prevention and integrity support to the private sector. Through public-private partnership, it aims to fortify ethical corporate culture, safeguard Hong Kong’s clean business environment, while setting a global benchmark in anti-corruption governance.

A former Vice President of the Hong Kong Exchanges and Clearing Limited (HKEX) was yesterday (September 9) charged by the ICAC for allegedly failing to comply with a notice issued by the Commission under a court order pursuant to the Prevention of Bribery Ordinance (POBO) which required him to furnish a statutory declaration regarding information including his property during an ongoing corruption investigation.

The ICAC today (September 9) exchanged Memoranda of Understanding (MoUs) with the National Authority for Probity, Prevention and the Fight Against Corruption of Morocco (INPPLC) and the Office of the Public Sector Anti-Corruption Commission of Thailand (PACC) respectively in the Belt and Road Summit to strengthen anti-corruption cooperation and build a Clean Silk Road together.

A former bank manager, charged by the ICAC, admitted today (September 9) at the District Court that he had conspired with an employee of a fintech company (the Company) and associates to accept bribes worth totalling over US$470,000 in cryptocurrency Tether for illegally authenticating multiple false instruments as guarantees for various insurance-related investment transactions without the bank’s authorisation.

Following a corruption complaint, an ICAC investigation revealed that two employees of an e-wallet company had intentionally concealed their conflicts of interest. The duo allegedly funded and operated a technology service vendor while arranging for their spouses to serve as its directors. They further abused their positions to defraud and induce the company to award a contract for developing an application to the vendor for personal gain. The four individuals were charged today (September 8) by the Commission with conspiracy to defraud.

The ICAC, the Hong Kong International Academy Against Corruption, the United Nations Office on Drugs and Crime (UNODC) and the Global Operational Network of Anti-Corruption Law Enforcement Authorities (GlobE Network) jointly organised the pioneering “Professional Development Programme on Unmasking Hidden Wealth: Strengthening Investigations into Illicit Enrichment” today (September 7), drawing participation of 35 graft-fighters and law enforcers from 19 jurisdictions to expound on investigation of illicit enrichment crimes.

Following Operation “Blizzard”, the ICAC earlier charged multiple defendants with bribery over sub-contracts of the Three-Runway System Project (3RS Project) of the Hong Kong International Airport. A reclamation works sub-contractor today (September 7) admitted at the District Court that he had offered a total of over HK$5.9 million in bribes to a then General Manager and a then Principal Manager of the Airport Authority Hong Kong (AAHK), as well as staff of a main contractor, concerning works sub-contracts and materials purchase orders worth about HK$430 million in total.

Following an ICAC corruption investigation that revealed a supermarket chain’s employees had colluded with contractor staff to swindle over $3.2 million in wage payments from the supermarket over approximately two years by falsifying warehouse workers’ attendance records with an identical clocking machine the company used, five defendants pleaded guilty today (September 4) to conspiracy to defraud at the District Court.

The ICAC today (September 2), in partnership with the Innovation, Technology and Industry Bureau (ITIB) as well as the Digital Policy Office (DPO), launched the “Integrity Assurance Standards for Computer System” (the Standards), tailored for assisting all Government bureaux and departments (B/Ds) to enhance corruption prevention capabilities and strengthen integrity governance by using digital technology.
