Five nations, one vision to combat corruption

Visiting the new headquarters of the Malaysian Anti-Corruption Commission (MACC) in Kuala Lumpur in April, Mr Peh shared with audience of MACC's radio programme MACCfm the importance of forensic accounting, asset recovery and computer forensic in combating corruption. On community education, the Commissioner told audience that in recent years, the ICAC had been making good use of new media and other innovative platforms.

Mr Peh is the first head of an anti-corruption body to speak on MACCfm. In the recent visit, the long-term relationship between the two agencies was further augmented with talks on work plans of the training committee under the International Association of Anti-Corruption Authorities. Mr Peh, as Commissioner of the ICAC, is an Executive Committee Member and Convenor of the training committee.

Similarly, fruitful dialogues on enhancing capability to combat corruption were opened up with the other four ASEAN member states. Following Mr Peh's visit to Myanmar, the ICAC has been working very closely with the Anti-Corruption Commission on a tailor-made module focusing on community education.

In addition, the ICAC is designing a training programme on investigation for the Anti-Corruption Unit and National Council Against Corruption of Cambodia, as well as another programme specialised in corruption prevention and community education for the Government Inspectorate of Vietnam. Currently, Vietnam is drafting a national law to tackle private-to-private bribery. Meanwhile, the Public Sector Anti-Corruption Commission of Thailand is drawing up a training proposal and the ICAC stands ready to assist.

Anti-corruption capacity building for B&R countries

During both ASEAN visits, ICAC representatives also met with Hong Kong businessmen in the five member states to better understand the local business environments and the areas that ICAC could be of assistance to anti-graft bodies in creating a level-playing field for investors.

Meanwhile, representatives of the Regional Office for Southeast Asia and the Pacific of the United Nations Office on Drugs and Crime also shared with visiting ICAC officials their views on trainings to be provided to individual countries.

The ICAC delegations returned with a deeper understanding of the ASEAN economies and their common unfailing vision to combat corruption. Appreciating the diversities in social, cultural, economic and political situations of the ASEAN countries, at every meeting with local anti-graft bodies during the two duty visits, Mr Peh stressed that while there was no one-size-fits-all model, the ICAC would spare no effort in devising prudent and tailor-made capacity building programmes to meet their specific needs.
