Over the years, Hong Kong’s anti-corruption experience continues to provide a unique context for anti-graft campaigners across the world. The notion that “corruption is not invincible” is well illustrated by the city’s population who shows a zero tolerance to corruption.
Our robust anti-corruption regime, transparent regulatory systems, holistic community education, strong rule of law and independent judiciary have together formed a solid foundation for Hong Kong’s status as the leading global financial centre hailed in international surveys.
In recent years the ICAC has opened up new horizons for collaboration with anti-corruption agencies of different countries, sharing with the international community our aspiration to chart the global anti-graft journey forward. Since last year, the ICAC has stepped up its efforts in rendering tailor-made capacity building and consultancy services to Belt and Road (B&R) countries and other state parties of the United Nations Convention against Corruption (UNCAC).
By far the Commission has initiated dialogues with about 40 B&R countries on anti-corruption training collaboration. Customised in-depth training programmes covering law enforcement, prevention and education were delivered to graft-fighters of four nations. Shortly after we celebrated our 45th anniversary, my colleagues and I embarked on another journey to Laos, Indonesia and the Philippines to map out training cooperation with anti-corruption agencies of these countries.
