Spreading the model’s success

Capitalising on the effective ICAC model, the Commission has been assisting anti-graft agencies in other jurisdictions to build up their capacity in combating corruption on three fronts – law enforcement, prevention and education.

Last year, ICAC’s tailor-made capacity building service was first introduced to a high-level delegation from the Independent Authority Against Corruption (IAAC) of Mongolia during their visit to the Commission. This June, 10 front-line officers of the IAAC received a seven-day law enforcement training module in Hong Kong. Apart from sharing practical criminal investigation knowledge such as forensic accounting and computer forensics with participants, ICAC investigators also used case studies in the public and private sectors to illustrate Hong Kong’s anti-corruption strategies.

In the same month, President of Asian Infrastructure Investment Bank Mr Jin Liqun also paid a visit to the ICAC, opening a constructive dialogue with the anti-corruption agency on strategy in combating and preventing corruption in infrastructure projects.

In May this year, ICAC’s Acting Director of Community Relations Mr Ho Wai-chi, upon invitation by the Anti-Corruption and Civil Rights Commission of Korea, gave a lecture on “Best practices in preventing and combating corruption” to graft-fighters from 15 jurisdictions including Afghanistan, Egypt, Palestine.

Just last month, an ICAC training team conducted a capacity building training for the Anti-Corruption Agency in Serbia.
