Embedding a probity culture through community education

On the education front, Professor Timothy Tong Wai-cheung, Chairman of the Citizens Advisory Committee on Community Relations, said the Community Relations Department (CRD) would continue to disseminate the ICAC message and sustain a probity culture through extensive preventive education and publicity initiatives in the community.

Highlighting major findings of the 2019 ICAC Annual Survey at the press conference, Professor Tong noted that on a scale of 0-10, with 0 representing total rejection and 10 representing total acceptance of corruption, the poll had registered the lowest tolerance level since 2010 with a mean score of 0.3, close to zero tolerance.

The poll also found that 81.7% of the 1500-odd respondents were willing to report corruption, the highest percentage since the question was asked in 2010.

Apart from their strong willingness to report corruption, a vast majority of the respondents (96.3%) considered the ICAC deserving their support, reflecting the Commission’s anti-graft work was recognised by the public.

Meanwhile, various initiatives were hosted last year to embed an integrity culture in different strata of the community. The department provided integrity training for civil servants and stepped up ethical leadership for senior government officials. For the business sector, the department formed a “Starting-Up Right! Connectors Network” to help start-ups adopt ethical business practices.

To tie in with the election cycle which started last year, the CRD organised comprehensive education and publicity programmes for all stakeholders, especially newly registered electors and first-time candidates.

Looking ahead, Professor Tong said in 2020 the department would continue to entrench the core value of integrity in different sectors, including a two-year Ethics Promotion Campaign for the insurance industry, as well as a multi-facet programme to publicise the “Support Clean Elections” message in the run-up of the 2020 Legislative Council Election.
