Another key stakeholder in upholding the rule of law is the Department of Justice (DoJ). Under the DoJ’s “Vision 2030 for Rule of Law” Project, various elements of the rule of law will be examined through research, stakeholders’ collaboration and capacity building to promote a proper understanding of the fundamental principle, thereby contributing to the sustainable development of inclusive and fair societies at both local and international levels.
The new initiative of the DoJ echoes the “2030 Agenda for Sustainable Development” (2030 Agenda) of the United Nations (UN) which sets out 17 interconnected global goals, with the rule of law being a pillar for its successful implementation. Goal 16 on “Peace, Justice and Strong Institutions” encompasses targets, including promoting the rule of law, ensuring equal access to justice, and substantially reducing corruption and bribery.
As rightly stated in the UN 2030 Agenda, curbing corruption and promoting the rule of law are intertwined. As such, since 2017, the Hong Kong ICAC has offered to collaborate with anti-graft agencies in other countries in organizing capacity building training for their graft fighters. We hope to contribute to achieving Goal 16 of UN 2030 Agenda by all countries in the years to come.
