Amid unprecedented global crisis, the ICAC adopts versatile measures to ensure the efficacy of international anti-corruption work. Starting from July this year, ICAC Commissioner Simon Peh Yun-lu met virtually with heads of anti-corruption agencies (ACAs) in different regions around the world including those in the Asia-Pacific, Europe, Africa and Middle East to explore agency-to-agency training collaboration. Recognising the diversified mandates and organisational priorities of our counterparts, Mr Peh highlighted during these online meetings the importance of inter-institutional partnership and multilateral cooperation on international platforms such as the International Association of Anti-Corruption Authorities in order to achieve the common goal of curbing corruption.
During the International Criminal Law Conference organised by the Department of Justice of the Government of the Hong Kong Special Administrative Region in November 2021, Mr Peh shared insights with around 200 government officials, academics and legal practitioners locally and overseas on the anti-corruption regulatory framework in Hong Kong, and the counter measures taken by ICAC in light of the ever changing environment and the new developments in the international anti-corruption scene.
With continuous and concerted efforts over the years, Hong Kong is ranked by international surveys and studies as one of the cleanest cities in the world. In the Rule of Law Index 2021 released by The World Justice Project (WJP) in October, Hong Kong remains the fifth in the East Asia and Pacific region in terms of rule of law, and is ranked 19th among 139 places surveyed. In terms of "Absence of Corruption”, Hong Kong is rated the ninth around the world.
When announcing the Index 2021, Founder and CEO of WJP Mr Bill Neukom reiterated that rule of law is the very foundation of communities of justice, opportunity and peace. “Reinforcing that foundation should be a top priority for the coming period of recovery from the pandemic,” he added. Hong Kong is long famous for its strong rule of law, which is the cornerstone of the city’s success. The ICAC, being a dedicated anti-corruption agency in Hong Kong, is committed to sustaining the core values of integrity and rule of law through robust law enforcement, systemic prevention, education and international cooperation.
