Corruption is a scourge which knows no boundaries. The ICAC has long recognised the importance of international cooperation in combating corruption. In recent years, the Commission has strived to share with its overseas counterparts Hong Kong's unique anti-corruption experience. We will continue to assure the international community that Hong Kong will effectively fight corruption and uphold the rule of law as always.
In June, Mr Joe Lee, Director of Corruption Prevention of the ICAC, was invited to attend online the Third Malaysia Competition Law Conference 2022 organised by the Malaysia Competition Commission. Themed “Digital Economy, Merger and Bid-rigging”, the Conference aimed to foster effective implementation of competition law and policy locally and internationally. Over 300 eminent participants from different jurisdictions pooled their professional knowledge and valuable insights on intellectual exchange and capacity building at the Conference.
Mr Lee, with his expertise and experience in corruption prevention, was invited to speak in the session titled “Intersection between Bid-rigging and Corruption”. He shared with the audience common malpractices that involved both bid-rigging and corruption, ICAC’s strategies and experience in tackling and preventing such in both the public and private sectors in Hong Kong, especially in the area of building renovation, in which the audience showed a keen interest.
In July, the Commonwealth Africa Anti-Corruption Center (CAACC) orgranised a four-day online capacity building training programme for anti-corruption practitioners of Commonwealth Africa countries. Participants were also coached to review and assess their own agency’s monitoring and evaluating framework including performance indicators, and alignment of their approach with the national anti-corruption framework. Amongst the sixteen sessions covering a wide range of anti-corruption topics, Ms Sally Kwan, Director of International Cooperation and Corporate Services, and Mr Lawrence Chung, Assistant Director of International Cooperation, were invited to speak on the anti-corruption strategies of the ICAC, as well as monitoring and evaluation of its success.
The United Arab Emirates (UAE) was ranked the least corrupt place in the Middle East, according to Transparency International's Corruption Perceptions Index 2021. As an independent supreme entity of Abu Dhabi, UAE and entrusted with anti-corruption functions, the Abu Dhabi Accountability Authority (ADAA) constitutes an integral part to the efforts. In July, the International Cooperation Group of the ICAC delivered an online training module to ADAA on “Preventing Corruption in a Cost-effective Way”. The event was well attended by over 30 anti- corruption fighters of ADAA who valued ICAC speakers’ insightful sharing.
