Diversified International Anti-Corruption Training

With the pandemic subsiding, Hong Kong has re-opened its door to the world in full scale in 2023. Tapping into the opportunity of returning to normalcy, the ICAC has resumed hosting in-person and online training programmes on diversified topics, such as law enforcement, systemic prevention and community education, for anti-corruption agencies and practitioners worldwide in a bid to enhancing their anti-corruption capabilities.

Training tailored for Independent Authority Against Corruption of Mongolia

In January 2023, the ICAC organised a 4-day in-person capacity building programme for Independent Authority Against Corruption (IAAC) of Mongolia. Fifteen IAAC officers were welcomed by ICAC Commissioner Danny Woo Ying-ming and department heads of the Commission on the first day of the programme.

Addressing participants at the opening ceremony, Sally Kwan Yee-lan, Director of International Cooperation and Corporate Services Department of ICAC, said the capacity building programme for IAAC was a good example showcasing ICAC’s commitment to international cooperation and enhanced collaboration between the two agencies. She hoped that IAAC officers would bring home relevant expertise and knowledge, and share it with their colleagues for the wider benefit of IAAC.

The training programme was tailored for the participants, most of whom worked in the Prevention and Public Awareness Department of IAAC, by focusing the course contents on systemic prevention and community education. Experienced officers from the Corruption Prevention Department and the Community Relations Department of ICAC shared with the participants their work strategies, as well as details about ICAC’s initiatives in areas such as upholding integrity in the public sector, preventing corruption in the financial industry, promoting integrity to the youth and conducting public surveys on anti-corruption work.

Online Training in Forensic Sciences in Investigation

Apart from organising in-person capacity building programmes for individual anti-corruption agencies, the ICAC continues to leverage various online platforms to offer trainings for anti-corruption practitioners around the world. In late February 2023, the ICAC organised an online training programme in digital forensics and forensic accounting in collaboration with the International Association for Anti-Corruption Authorities, the Central Vigilance Commission of India, the Corrupt Practices Investigation Bureau of Singapore and the Malaysian Anti-Corruption Commission. Nearly 1,000 anti-corruption agency officers from 44 countries joined the training.

Seasoned forensic accountants and investigators of the ICAC shared their knowledge of and skills in forensic accounting, illustrated by real cases. The trainees actively participated in discussions and shared their experience. The event was concluded with positive feedback from the participants.

The ICAC will increase its efforts in 2023 in organising international training events, covering more diversified regions and topics, with the aim to contribute to the international anti-corruption cause.
