Mr Luis Urrutia, Director of Regulation and Supervision at the Central Bank of Mexico, heads the department that analyzes relevant processes implemented in the financial system to prevent illegitimate transactions. Before assuming that position, he acted as President of the Financial Action Task Force (FATF) in 2010-2011 and as Vice-President in 2009-2010. Mr Urrutia also headed the Financial Intelligence Unit (FIU) of Mexico, and in that capacity he coordinated with Mexican authorities the implementation of the FATF standards and lead the promotion of the first national strategy to prevent and comb money laundering and financing of terrorism in Mexico.
Prior to becoming head of the FIU, he has been involved in financial legal affairs of the Mexican Ministry of Finance and the Central Bank, and worked for multilateral organizations like the World Bank and the Andean Development Corporation. In 2009-2010 he also occupied the Chair of the Egmont Group of Financial Intelligence Units and in 2008 he acted as President of the Financial Action Task Force of South America (GAFISUD). Mr Urrutia holds a bachelor degree in law from the Autonomous Technological Institute of Mexico and a master's degree in public policy from the University of Chicago.
