The Rural Committee (RC) Elections (including by-elections) are regulated by the Elections (Corrupt and Illegal Conduct) Ordinance (Cap. 554). The legislation, enforced by the Independent Commission Against Corruption (ICAC), aims to uphold honesty and prevent corrupt and illegal conduct in public elections.

To help candidates, election agents and electors better understand the spirit and provisions of the legislation and avoid inadvertent infringement of the law, the ICAC has launched a series of education and publicity activities to promote the "Support Clean Elections" message as follows:
