ICAC officers shared insights at regional and international forums

Winning the global war on corruption is predicated on mutual exchange and collaboration amongst different jurisdictions to better understand the latest corruption trends so that graft fighters can stay ahead of the curve. Hong Kong's Independent Commission Against Corruption (ICAC) is an active member of the international anti-corruption community and constantly shares our time-tested strategies, practical approaches and experience in fighting and preventing corruption with our counterparts.

Over the past few months, experienced ICAC officers have shared their insights into corruption risk control and private sector engagement as well as ICAC's institutional strengths with fellow anti-corruption practitioners on various international and regional platforms.

UNODC Expert Group Meeting on a Forthcoming Publication on Fraud and Corruption Risk Management

In June 2018, Mr Ho Wai-chi, Assistant Director of Community Relations took part in the UNODC Expert Group Meeting in Vienna to share ICAC's partnership approach in upholding public sector integrity and offered his inputs on a forthcoming UNODC's publication which aims to support governments to better assess and manage fraud and corruption risks.

UNODC Global Expert Group Meeting on the Jakarta Statement on Principles for Anti-Corruption Agencies

July 2018, Colombo, Sri Lanka

Hosted by the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) of Sri Lanka, the Global Expert Group Meeting brought together over 40 leading anti-corruption experts from 30 countries to help governments around the region to strengthen the effectiveness of anti-corruption authorities. In addition to highlighting ICAC's operational independence and unbiased law enforcement stance, Mr Ken Ho, Assistant Director of Operations also shared with participants our double-barrelled strategy of public engagement and education, and the robust checks and balances mechanism that bolsters ICAC's high accountability.

UNODC Regional Seminar on Effective Measures to Prevent Bribery

August 2018, Pattaya, Thailand

Co-organised by the National Anti-Corruption Commission of Thailand and the UNODC Regional Office for Southeast Asia and the Pacific, the Seminar gathered about 180 policy makers and practitioners from legislative bodies, anti-corruption agencies and the private sector from across the Southeast Asian region. In the Seminar, Ms Lily Chung, Executive Director of the Hong Kong Business Ethics Development Centre of the ICAC elaborated Hong Kong's more than two decades' experience in pioneering engagement with the private sector to promote business ethics as the first line of defense against corruption.

Hong Kong Business Ethics Development Centre (HKBEDC) was set up by the ICAC in 1995 to promote business ethics on a long-term basis. Ten major business chambers, representing local and overseas business communities in the city, joined the ICAC's Hong Kong Business Ethics Development Advisory Committee to steer the work of the Centre in promoting ethical business practices and good corporate governance so as to sustain a level-playing field in Hong Kong. This unique model of public-private partnership in promoting business ethics by setting up the HKBEDC had been recognised by the World Bank (see more).

27th APEC Anti-Corruption and Transparency Experts' Working Group (ACTWG) Meeting

August 2018, Port Moresby, Papua New Guinea

During the APEC Working Group Meeting, Ms Winky Hsu, Senior Principal Investigator reported the anti-corruption progress in Hong Kong and ICAC's latest initiatives, major among which are the setting up of a dedicated unit to offer international training for overseas anti-corruption agencies and the organisation of the 7th ICAC Symposium to be held on 22-24 May 2019. Members were very impressed by ICAC's innovative approaches in promoting integrity and positive values amongst youth, in particular the deployment of virtual reality (VR) and augmented reality (AR) technologies in interactive games specifically developed based on real ICAC cases.
