Ex-HKJC part-time branch supervisor charged with accepting ‘laisees’ from customer

A former part-time branch supervisor of the Hong Kong Jockey Club (HKJC) has been charged by the ICAC today (October 14) with accepting nine “laisee” packets totalling about $3,600 from a customer for providing services to the latter.
Kenny Leung Wai-hung, 58, faces nine counts of public servant accepting an advantage, contrary to Section 4(2)(a) of the Prevention of Bribery Ordinance.
The defendant will appear in the West Kowloon Magistrates’ Courts on Friday (October 16) for plea.
At the material time, the defendant was employed by the HKJC as a part-time branch supervisor posted to an off-course betting branch in Tsuen Wan. He was responsible for supervising teammates to provide services to customers, handling customer enquiries, and assisting customers to use betting facilities.
Eight of the charges allege that between mid-2017 and 2018, the defendant accepted a “laisee” packet of about $200 on each of the eight occasions from a customer, without lawful authority or reasonable excuse, as an inducement to or reward for providing customer service to the latter in relation to betting activities at the aforesaid off-course betting branch of the HKJC.
The remaining charge alleges that on an occasion during Chinese New Year in February 2018, the defendant accepted a “laisee” packet of about $2,000 from the aforesaid customer for the same purpose without lawful authority or reasonable excuse.
The HKJC earlier referred a corruption complaint to the ICAC and rendered full assistance to the ICAC during its investigation into the case.
The defendant has been released on ICAC bail, pending his court appearance on Friday.
