Man charged with using false receipts to obtain $510,000 payments over community event

The ICAC today (January 22) charged a former member of a Chinese folk dance troupe with using false receipts to obtain payments totalling over $510,000 from a non-governmental social service organisation for procuring costumes, props and accessories for a community event.

The ICAC investigation arose from a corruption complaint. Subsequent enquiries revealed the alleged offence.

Ngai Hang, 51, former member of Hong Kong Yuen Long Chiu Kiu Engor Association Limited (the Association), faces one count of conspiracy to use false instruments, contrary to Sections 73 and 159A of the Crimes Ordinance.

The defendant will appear at the Fanling Magistrates’ Courts next Tuesday (January 26) for plea.

Yuen Long Town Hall Management Committee Limited (YL Town Hall) is a non-governmental social service organisation, while the Association is a Chinese folk dance troupe.

In November 2017, YL Town Hall and the Association jointly formed an organising committee to organise a dance performance scheduled to be held in Yuen Long on March 17, 2018 (the event).

The defendant, who was a member of the Association, was also the coach for the event and a member of the aforesaid organising committee responsible for procuring costumes, props and accessories.

The charge alleges that between March 17 and April 10, 2018, the defendant conspired with the owner of a printing company to use a receipt of the printing company and three other receipts of a company owned by the defendant, which were and which he knew or believed to be false, with the intention of inducing somebody to accept them as genuine.

It is alleged that the four receipts were related to payments made by YL Town Hall totalling over $510,000 for the procurement of costumes, props and accessories for the event.

YL Town Hall has rendered full assistance to the ICAC during its investigation into the case.

The defendant has been released on ICAC bail, pending his court appearance next Tuesday.
