Subcontractor charged with offering $600,000 bribe over renovation works

A renovation subcontractor has been charged by the ICAC today (Tuesday) with offering a bribe of $600,000 to a technical manager of the property management company at a private residential estate for lax supervision over renovation works conducted by the subcontractor.

Chong Ko-lan, 56, proprietor of Shing Hing Engineering Company (Shing Hing), faces one count of offering an advantage to an agent, contrary to Section 9(2)(b) of the Prevention of Bribery Ordinance.

The defendant will appear at the Kowloon City Magistracy on Thursday (August 6) for plea.

At the material time, the defendant was the proprietor of Shing Hing, which was subcontracted to carry out a $56 million renovation project at Mei Foo Sun Chuen Stage VIII. A technical manager of its property management company was tasked to supervise the project.

The charge alleges that on April 4, 2014, the defendant, without lawful authority or reasonable excuse, offered a bribe of $600,000 to the technical manager as a reward for the latter exercising lax supervision over the renovation works conducted by him at Mei Foo Sun Chuen Stage VIII.

The property management company concerned had rendered full assistance to the ICAC during its investigation.

The defendant has been released on ICAC bail, pending his court appearance this Thursday.
