Woman charged for alleged voting offence at 2011 DC Election

A registered elector has been charged by the ICAC today (Wednesday) for allegedly committing a voting offence at the 2011 Wong Tai Sin District Council (DC) Election (Lung Sing Constituency).
Choi Kai-kwan, 73, a housewife, faces one count of engaging in corrupt conduct with respect to voting at an election, contrary to Section 16(1)(a) of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO).
The defendant will appear at the Kowloon City Magistracy on Friday (September 11) for plea.
The case arose from a complaint filed with the ICAC in late 2014. Subsequent ICAC enquiries revealed the above alleged offence under the ECICO.
At the material time, the defendant was a registered elector of the 2011 Wong Tai Sin DC Election (Lung Sing Constituency).
The charge alleges that on November 6, 2011, the defendant engaged in corrupt conduct at the 2011 DC Election by voting at the polling station in the Lung Poon Court Commercial Centre, Diamond Hill, for Wong Tai Sin (Lung Sing Constituency), knowing that she was not entitled to do so.
The defendant has been released on ICAC bail, pending her court appearance this Friday.
