Man charged with bribing prospective candidates at 2015 DC Election

A person has been charged by the ICAC today (Friday) with allegedly offering advantages to four persons as inducements for the latter to stand as a candidate or get others to stand as candidates at the 2015 District Council (DC) Election.

Cheng Wing-kin, 31, waiter, who was arrested yesterday (Thursday), faces five counts of engaging in corrupt conduct at an election, contrary to Section 7(1)(a) and Section 7(1)(c) of the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO).

The defendant will be brought to the Eastern Magistracy for mention tomorrow (Saturday) morning.

The ICAC investigation arose from a complaint alleging corrupt conduct under the ECICO.

Two of the charges allege that between July 8 and 18, 2015, the defendant engaged in corrupt conduct at an election by corruptly offering advantages consisting of $400,000 in total to a person as inducements for that person to stand as a candidate at a specified geographical constituency of the 2015 DC Election, and to get a third person to stand as a candidate at a specified geographical constituency of the same election.

Three other charges allege that on three occasions between July 12 and August 17, 2015, the defendant engaged in corrupt conduct at an election by corruptly offering advantages, namely $150,000 and two unspecified sums of money to three persons as inducements for the latter to get three other persons to stand as candidates at three specified geographical constituencies of the 2015 DC Election.
