Clean election drive for Legislative Council By-election

The ICAC has rolled out a series of education and publicity initiatives in a bid to uphold a clean and fair Legislative Council (LegCo) By-election, and help candidates, election helpers and electors better understand the Elections (Corrupt and Illegal Conduct) Ordinance (ECICO) to avoid breaching it inadvertently.

The By-election to fill vacancies in the membership of the LegCo Election Committee constituency, scheduled for December 18, is open for nominations from next Tuesday (November 1) until November 14.

With the assistance of the Registration and Electoral Office, all candidates will each be given a copy of the ICAC’s Clean Legislative Council Election Information Booklet when submitting their nominations.

ICAC’s Programme Coordinator (Clean Elections) Franklin Chiu Yue-tat said the booklet, apart from highlighting major provisions of the ECICO, also contained questions and answers addressing common concerns raised by candidates in previous LegCo elections.

“In addition, candidates and their election agents can also refer to the booklet for scenarios in relation to the application of the ECICO to election advertisements, canvassing activities and submission of election returns,” said Mr Chiu.

ICAC representatives will also attend a briefing by the Electoral Affairs Commission to remind candidates and their election agents the common pitfalls in conducting election activities.

A reminder leaflet entitled Legislative Council Election: Reminder to Electors containing gist of the electoral law will also be mailed to all electors of the Election Committee constituency along with the polling card.

Relevant information booklet, leaflets and reference materials for the LegCo By-election are available for public access on the ICAC’s dedicated clean election website at www.icac.org.hk/elections.
