ICAC officers commended for distinguished graft-fighting performance

Over 180 ICAC officers were today (December 7) awarded commendations in recognition of their professionalism, outstanding performance and dedicated services in different areas of anti-corruption work.
Speaking at the 2022 ICAC Awards Presentation Ceremony, ICAC Commissioner Woo Ying-ming said the ceremony was an acknowledgment to ICAC officers who had dedicated themselves to their graft-fighting work.
Woo encouraged ICAC officers to remain steadfast in the anti-corruption cause, and strive to achieve distinguished results in law enforcement, corruption prevention, community relations and international cooperation, and to help maintain the city’s probity environment.
“The ICAC will also strive to integrate into the national development, and continue to safeguard Hong Kong’s hard-earned reputation as a corruption-free city,” Woo remarked.
At today’s ceremony, a number of investigators and members of investigation units were awarded the Operations Department Directorate Commendation for their outstanding investigative abilities and devotion to duty in various cases relating to corruption, misconduct in public office, fraud, money laundering and violation of electoral law, leading to the prosecution and conviction of multiple defendants.
Seven investigators were also awarded the Operations Department Directorate Commendation for their outstanding abilities in the overall strategic planning, manpower deployment and law enforcement actions in the past three public elections, namely the 2021 Election Committee Subsector Ordinary Elections, the 2021 Legislative Council General Election and the 2022 Chief Executive Election.
These awardees were Principal Investigators Joey To On-ki, Wendy Yip Lai-lin; Chief Investigators Karen Law Wing-chi, Gary Leung Hiu-yin, Jack Hui Cheung-yu, Ricky Cheuk Wai-kee, Paul Lau Pak-cheong, Raymond Yung Lai-ming; Senior Investigators Mon Chan Mei-lan, Cressida To Pui-hang, Queenie Woo Yuet-wah, Tom Li Chun-yau, Patrick Yu Pak-cheung and Investigator Eddie Chu Chi-wan.
Meanwhile, five investigation units were awarded commendations for their outstanding performance in law enforcement, intelligence gathering and provision of technical assistance in upholding clean elections, tackling corrupt practices in the insurance sector as well as a number of investigations relating to solicitation and acceptance of advantages among construction workers, leading to the prosecution and conviction of multiple defendants.
On the corruption prevention front, Chief Corruption Prevention Officer Henri Lui Chi-hing was awarded the Director of Corruption Prevention’s Commendation for compiling the “Digital Corruption Prevention Framework” to assist public and private sector organisations to leverage on digitalisation to enhance corruption prevention capabilities. Chief Corruption Prevention Officer Evita Wan Kit-ying and Senior Corruption Prevention Officer Katherine Shia Wai-hung were also commended for planning and delivery of a corruption prevention guide to assist banks in enhancing integrity management and strengthening their corruption prevention capabilities.
Three officers of the Community Relations Department (CRD) were awarded the Director of Community Relations’ Commendation this year. Regional Officer Franklin Chiu Yue-tat was commended for planning and supervising the education and publicity programmes on upholding the integrity and fairness of the aforesaid three public elections. Regional Officer Martin Chan Lai-chuen was commended for planning and implementing the “i Junior Programme for Primary Schools” as a new initiative to promote integrity education in primary schools. Deputy Regional Officer Kathleen Kwong Kar-yan was commended for planning and executing the signature event of the “All for Integrity” Territory Wide Programme, which fortified public support in sustaining a clean society together with the ICAC.
In addition, about 50 investigators and one investigation unit were awarded the Assistant Director’s Commendation of the Operations Department, while three Corruption Prevention Department officers and five CRD officers received the Assistant Director’s Commendation of their departments respectively.
For the Commission’s international cooperation and corporate services, Assistant Director of International Cooperation Lawrence Chung Wan-hon was awarded the Director of International Cooperation and Corporate Services’ Commendation for assisting the ICAC in promoting to the international community Hong Kong’s effectiveness in fighting corruption and strong rule of law, and in strengthening ICAC’s capacity building collaboration with anti-corruption agencies and international organisations in different regions. Five other ICAC officers were awarded International Cooperation and Corporate Services Department Assistant Director’s Commendation of their branches respectively.
Over 90 officers and staff of various ranks and grades were awarded medals, certificates or plaques at today’s ceremony for their long and dedicated service in the ICAC and the Government.
