Siu Lam prisoner gets six months’ jail for offering $300,000 bribe to CSD Officer

A prisoner of Siu Lam Psychiatric Centre (Siu Lam), charged by the ICAC, was today (July 20) sentenced to six months’ imprisonment after being convicted at the Tuen Mun Magistrates’ Courts of offering a bribe of $300,000 to a Principal Officer of the Correctional Services Department (CSD) in charge of the ward the inmate was incarcerated.
Ada Tsim Sum-kit, 49, was found guilty of one count of offering an advantage to a prescribed officer, contrary to Section 8(1) of the Prevention of Bribery Ordinance.
In delivering his verdict, Deputy Magistrate Mr Chu Chung-keung remarked that the two prosecution witnesses were credible, and that their testimonies were supported by facts.
The defendant was convicted of murder and sentenced to life imprisonment on July 15, 2021. At the material time, the defendant was incarcerated in Siu Lam for assessment of her mental status. CSD Officers would record the behaviours of the defendant in her nursing notes which might be used for her psychiatric assessment.
The court heard that on November 6, 2021, the defendant offered $300,000 to a Principal Officer in charge of her ward without lawful authority or reasonable excuse. The Principal Officer immediate declined the offer and reported the matter to the CSD.
The ICAC investigation arose from a corruption complaint referred by the CSD. Enquiries revealed that before the defendant committed the offence, she told the Principal Officer at two one-to-one counselling sessions that she thought the officer could or wanted the officer to help her to stay in Siu Lam, so that she could be released a few years after incarceration.
The CSD had rendered full assistance to the ICAC during its investigation into the case.
The prosecution was today represented by Senior Public Prosecutor Chan Sze-yan, assisted by ICAC officer Alphonsus Fong.
